SB comes with asymmetrical Turbo Multipliers, why dont we use the same when we OC?

I think on my 2500k stock was

1 core:37
2 core:36
3 core:34
4 core:33

How come no one is using like:

1 core: 5.3
2 core: 5.2
3 core: 5.1
4 core: 5.0

Is that harder to get stable? If one core was at 5.3 the others would be at 1.6 using under 5 watts so the vcore would be almost exclusively reserved for the one core at 5.3, at least in theory.
