Portal 1 was pretty much experimental if you think about it. What other games(official) were out or are out now to where all you use is a teleport gun to get around a map? None, anything that has been made was cause of the success of portal. They put enough time into this "experimental" game to see how fast it would catch on. People loved it and now they put MUCH more thought into this second one. Adding a bunch of new features and hopefully making the game twice as long. This is using the source engine but it is a "newer" version of it. Like all engines, things can be modified and upgraded, this is one of those scenarios.
