You say you have tried MSI Afterburner,but have you entered the settings and ticked the box to enable voltage control(and restart software to enable) as this is needed before voltage control is allowed.
Also worth trying Rivatuner but i have not used this for a while now so im little sketchy with its options etc.
Im little confused as theres many different answers all over the net about the same card,some people claim a bios edit has worked while other say the had to hard volt mod.
I hope somebody with experience with this card can pick this up for you and offer you the right help,all i know is id hang on with a bios flash unless you have a board with 2x pcie lanes or you can blind flash incase of need to recover original bios.
But is it the 512mb version or the 1GB version because there are 2 versions, mine is the 512 btw
And yes, my mobo has 2 PCI-E lanes.
