Most modern keyboards use USB port, so there is a buffer which stores all pressed keys before processing, so there might be a lag when CPU is busy. If you use PS2 keyboard, the CPU is interrupted whenever you press a key, so there is no lag at all.

Bwahahaha.

Not exactly. The CPU is controlled by that nasty Windows and all those damn abstraction layers.
