Well I didn't think it was possible, but it turns out you can open the top of an FT02 quietly if you really want to. It seemed like it required quite a lot of force when I was building the system in it.

CMOS cleared, everything left at defaults. (where it should surely be at least going from 16x-33x) and it's still stuck at 16x…

Following your instructions again from a "clean BIOS"… 16x.

Speedstep and Turbo disabled as well?

Also when you set the MULTI, make sure to hit Enter to lock the number in ( it will turn black ), then when you press BACk. you should see your target clock speed in Yellow, BRB taking pics of my bios..

EDIT: looks like I have Turbo ON, and cant disable it... Doesnt ever downclock tho soo, idk. here are my settings tho ..

Voltages are on Auto (no need to raise them for this) and load-line calibration & phases are on extreme.

Still running at 1600MHz.

Update: Tried 38x Just in case, and also flashed the "BIOS". Still stuck on 16x in Windows 7.

here is what you should try;
Remover the power cord from the power supply, wait thirty seconds, press Power On button to clear any remaining charge, clear CMOS for five seconds, reattach the power cord, power on the system, enter UEFI, set to Optimized Defaults, save/exit
restart/enter UEFI and only change AI tweaker settings disable spread spec./enable all C states
you have to choose CPU voltage manual or offset
this are for manual
AI Overclock Tuner = Manual
BCLK/PEG Freq = 100
Turbo Ratio = per Core .....
Internal PLL overvoltage = (Enabled-4.7+)
Load Line Calibration =(Ultra High-4.8+)
VRM Frequency = Manual
VRM Fixed Freq Mode = 350
Phase Control = standard or Extreme
Duty Control =T Probe or Extreme
CPU Current Capability = 100%

CPU Voltage = ...
VCCSA = Auto
VCCIO = Auto
CPU PLL =Auto

all other default

you change spread spectrum on the bottom of AI tweaker only

That's the standard way to clear CMOS as far as I'm concerned.

Followed your settings exactly… still 16x in Windows either at idle or 100% load.

I should point out that this is a new B3 revision board. Is it possible they have a problem with Turbo?

Is there any specific software I need to install to get Turbo working in Windows 7 that I could have overlooked? (seems unlikely)

Isn't there an issue with the cstates being set to auto causing this problem and you need to set them to either enabled or disabled?

@NotAgain reinstall 1.57 CPU-Z
check your drivers ..run Driver Agent

I have re-installed CPU-Z (actually, I normally just use the zipped .exe they distribute) and it still reports 1600MHz.

I received my code for 3DMark11 from EVGA, and it is also reporting the speed as 1600MHz. Scored X1764 and P4703. No idea if those are what I should be seeing, haven't found my way around the new 3DMark site yet.

Been to the nVidia, Intel and ASUS sites today to make sure that every driver is up to date (the LAN driver on ASUS' site is older than the Intel one) still to no avail.

My Windows Experience Index score for the CPU is 6.7, which can't be right as that's what I was getting with my E5200 at 3.5GHz.

I'm also hoping that the framerates I'm seeing in games are a result of this, as Starcraft 2 is dropping down to the low 40s, so is Fallout NV, and Civilization V is borderline unplayable in the late game. All at 1920x1080. I would normally run without AA for better performance, but I can run 8xAA without any performance hit right now it seems, and MSI afterburner is only reporting 40% GPU load in Fallout for example, which seems to indicate that I'm CPU limited.

At least I really hope I'm CPU limited, because everyone was saying that even a GTX 570 was overkill at 1920x1080.
