By raising your fsb speed. You may need to lower the cpu multiplier a little to get the bus higher. The closer you can get the nb to 3000, the better.

do you know how high it is on auto roughly though,will i have to start low then keep restarting the pc everytime a make the adjustments?

NB auto
200 X 10 =2000

You should lower the cpu multiplier. Lower your ram all the way down, too. Keep going up on the fsb till you max it out, then raise your multiplier and ram 1 at a time.

You are also overclocking your ram as you overclock the fsb. You drop the ram all of the way down to keep it from causing the bsod.

Typically, the Bios has a couple of Ram settings: some sort of memory clock or multiplier, then individual speed settings which on lower end boards don't show up until you specify manual settings. Nicer Bios's gather it all together for you.

Check some of the guides here on OCN. These two helped me the most so far:
Ultimate Overclocking Guide
and
"Offical" Overclocking Guide -AMD Socket AM2

The info isn't specifically for AM3, but the methodology is solid.

Seems like a pretty decent OC for a C2 940. I tried a C2 955 and struggled to stabilise at 3.5.

ive had to reset the cmos as i couldnt get the pc to boot,just blank screen on the monitor grrr
just made both the voltages at 1.450 multiplier at x17.5,bue speed 200.7mhz,ht link 2006.8
maybe im maxed out now?

Well, the voltage is fine but run 20 passes of linpack (LinX)

OC settings - try this.
Multiplier @ 16 (lower ,but might be stable)
Fsb @ 200 - stock
Voltage @ 1.42v

Put the multliplier to a notch or so below stock, the ram to the lowest setting with loose timings, and work on the fsb first.
