I am.going to by a new processor for my laptop but it is a engineeeing sample would tohere be any downsides from buying it

It is a p8700 es

Other than it's tampered with.
I had an Engineer Sample 5870, it didn't pose any problems though.

Shouldn't be as long as it's the same socket and manufacturing process. Engineering Samples are basically first-production references (before a processor goes to official retail). They're *usually* of higher quality silicon (higher-binned).

so do you guys think it will be safe to buy because its half the price of a normal version of the processor. will there be any defects like use more power or anything?

The only danger would be whether the processor actually functions--otherwise, it's fine. And ES's usually sell for a bit more than regular retail ones. Just make sure that the seller--if an online seller--has good feedback and you should be fine.

It depends on the stepping you got. If you got the one right before OEM, you're fine as the last stepping is the one that pretty much gets OEM stamped onto it, no further modifications should have been made to it. Earlier engineering samples might have problems with them, usually non working temperature sensors, unoptimized power consumption and eventually (rarely) design defects that will cause errors/instability.

Would you guys no what this processor is like then?

I am a little warrey of buying it because it not as easy as swapping out a desktop processor if its wrong so i want to do as much research as possiable.

Just google the number/characters at the bottom of the cpu:
http://www.cpu-world.com/sspec/QH/QHXW.html

Says it's "R0" stepping, though I don't have a lot of familiarity with mobile CPU's.

EDIT--it also says it's an "R0" stepping in the actual ebay listing.

One thing you might want to make sure of is that the swap with your current CPU won't be too difficult--have you taken a look at the heatpipes that your current laptop uses? Does it use thermal epoxy, or just regular TIM and a retention bracket/screws for the heatpipes? and does your current CPU have an IHS--if the pic on the ebay listing is the actual item, it lacks an IHS (don't know if all Pxxxx CPU's didn't have IHS's.
