Is the ram in the computer in question the same as the computer you are on now? If it is swap them.

Update:
I have reseated the proccessor and unhooked the usb ports on the front ( thinking it could be the usb controller ) and still nothing im kinda at the end of the road. Im thinking its the hard drive , or the mobo but how do I eliminate one or the other ?

Disconnect the harddrives and see if you can get into the bios.

It started happening along time ok , One day it just decided to not boot and after just deciding to buy another oem hp and in total despair that all of our family pictures were lost. My son hit the power button one day and bam it loads into windows we were so releaved to be able to get our stuff off of it, Once we did i tried to restart it and thats where it is now stuck at the hp screen.

No i just added that here recently to try and get some better graphics for gaming , I have since been very interested in building a nice rig but not a super one. I am planing on using the 5770 in the new rig but thats way down the round prob after summer.
