CS and CS:S scroll sensitivity problem

I play counter-strike and source a lot. I've been having a problem with the scroll sensitivity for scrolling through weapons. Sometimes it's way too fast and it's hard to scroll to the weapon I want to equip, but sometimes, it's back to normal and it works fine. Anyone know why this is happening or how I can fix it?

Yeah simple fix.

Push 1 and click if you don't have it auto and push 2 and click if you dont have it on auto and then hit q to switch

Nah that's avoiding my problem and not fixing anything. I want to use the scroll wheel to scroll through weapons.

Edit: I just started up Minecraft and it's doing the exact same thing. I even went into the control panel and turned the scrolling speed at the lowest setting. It scrolls ultra slow in my browser but seems to be scrolling ultra fast in games still.
