For video cards, What ever money you're left with. I recomend to get atleast Nvidia GTX 4xx series or Atleast an ATI 5770. You can go lower depending on your needs.

This ends up costing around 726$CDN, lower the shipping rates, and also remove the taxes (as my provincial and federal tax rates are through the roof), so it will be in your price range. One other things to consider is that some of the items have a lower price on the Newegg.com (instead of .ca) but you'll have a good system for a couple of years I believe. Also, the optical drive is missing, but you can fetch one for cheap at pretty much any local computer shop.

Go with this.

Decent Dual-core (unlockable to quad core but not guaranteed).
Very very good motherboard (you can overclock a x6 on this)
Pretty powerful video card, not to mention it has a great cooler with it
Great looking case, classy with tons of features
RAM that won't bottleneck you if you decide to OC
Last but not the least, a reliable and good quality power supply to give you a steady flow of power.



And you have enough money left to buy yourself a decent CPU cooler in case you did want to OC, and what hard drive you might choose

Would upgrading to a Phenom II X4 change performance all that much with this setup?

Never count on it for a sure bet, but that 555 unlocks a fair amount of the time. If you arent familiar with the 555, it is basically a Phenom II x4 with two cores deactivated. Could take a chance!

The 555's can surely unlock! It will also depend on your motherboard. Mine can unlock to 4 cores stable. Unfortunately for one of my friends, his cannot unlock on his motherboard (due to his motherboard always using the faulty core1), but can unlock into an x3 on mine (I can disable core1 and use 0,2,3).

Seriously, there are amazing things you could get for $600 if purchasing an AMD build. It's quite the sweet spot for AMD builds actually.
This is assuming no need for OS, monitor, peripherals; I can adjust otherwise if you need them. There's plenty of room to downscale without sacrificing parts quality. i.e. if you want to be able to overclock, I can shift & swap some parts to make room for a heatsink
