There are a few simple constraints to time travel that isn't very well understood. That knowing what will happen will change the future, so if you know there was going to be a nuclear emergency in japan and made them aware of the earthquake. Do you really think it would change anything for the better or worse? Infact the chances of making it better are slim to none. Because knowing what's going to happen would most likely change the original outcome in a way that can not predicted. As long as they didn't attempt to send information about technology and instead gave generic info on how to prepare without actually alerting us. But then it would theoretically change our future so information being sent back would change because the timelines would diverge from what it was.

See, I'm picturing a sudden shift situation.
No gradual fading, no subtle movements, just POW!, right in your face.

If you pick the winning lottery numbers in the past, I would think that event would build up steam as it progresses through different dimensions/time frames.

By the time it gets to you, you won't even see the even itself take place, just the end result.
