Well first off, what are you using to monitor your temps? Second off i would assume that 19c is lower than your ambient temp which is not possible on air cooling.

Only one answer: ambient temps

where do you live?

Might be a sensor issue...what's giving you the 19c reading?

edit: download hwmonitor here and look at the temp readings.

For full load to be @ 19c, you're ambient air temps would have to be single digits.

Your sensor is clearly bad. 19C is 66F. Is your room even 66F?

Regardless of the room temp, which sounds really cold lol. 19c idle 19c load doesn't sound possible to me unless it was like freezing temperatures in there. You could try another monitoring program like cpuid's hardware monitor and compare. Could be bad mobo censor.
