It needs to be a generation ahead of whats out already. And we just aren't quite there yet. I have a feeling that what we need exists, but at this point it's either too expensive or too power-hungry to be used

It takes resources, a large investment of resources. Making the decision when it is a good time to spend time and money isn't from laziness, it is a practical business practice. What you are wanting isn't the next generation console, it is a revamped re-release. You are wanting them to create a PS3.1 with nothing more but new graphics and memory. So now, they can charge $600 for current generation consoles while doing nothing but raising the visual restrictions. Now what, developers will try maxing that out? Ok cool, not only will you then complain about how lazy they are for not making another release a year later, but all the PS3.0 owners will be pissed because their hardware can't run the new games that use more resources. It is all about timing, it has nothing to do with anyone being "lazy".
