Low Power HTPC Challenge

I'm looking to build a new HTPC and i'm going to try to minimize the total power consumed at load.

The only thing i need is the CPU and board, possibly the gpu as well.

Requirements:
  • Must Not exceed 75w at load
  • Must be able to bistream HD audio
  • must have a pci-e slot
  • must have ~7-8 usb slots.
  • Must be ddr3 memory (not laptop form factor)
  • USB 3.0

I've already tried building one using the Zacate platform, but i've had not the greatest experience with it (sending back the current one i have). I have a PicoPSU with a 90w brick, so trying to see if i can possibly use that still.

Hmmm what about using the 1155 platform? they seem to have pretty good power saving abilities

im guessing a itx: Intel® Desktop Board DH67CF
(board # might have changed from chipset recall from what i read)

With maybe a i3 2100t

Heres a review with the two, i skimed and it seems that system on load uses 40 watts, and the 2500k uses about 95watts.

I believe the integrated graphics can do blu-ray and such and hd audio

Currently im working on a build and thinking about using the Msi h67ma-ed55(b3) and a 2500k as a HTPC/server (trying to keep under 120 watts load)

What was wrong? Zacate should be fine for a HTPC.

i had a lot of lag in some every day stuff i was doing (mainly web browsing), plus i was having a hard time with temperature management vs noise (idling in the 50*C range, pushing into the 60*C range pretty easily).
