E8400 on EVGA 790i SLI

Trying to help a fellow member overclock his E8400 on a EVGA 790i. He seems to be from a different country as it is a bit hard to understand his English. The original thread he created got cluttered with message between him and me, and for good measure, there is even a Viagra add thrown in there (do not ask me how!). So, created this thread to be more clean and concise. So far, he has done the following:

1) Disabled all power saving options.
2) RAM timings and voltage set manually. RAM unlinked and set to 1066 Mhz.
3) Vcore is at 1.25V, everything else is auto.
4) According to him, when he increase his FSB by 100Mhz, he does not see the overclock in CPU-Z. Only sees it in Real Temp. I asked him if he got intel speed spectrum on, he said no. I asked him to run IBT to see if it will show 3.2Ghz. I could not tell if he did or not. I assume he did because he is pretty steadfast in saying he do not see 3.2 Ghz in CPU-Z.
5) He tries 1533 Mhz, which is 3.4 Ghz. And he freezes. I asked him to send me what voltages he sees in Vtt, SB, NB in BIOS (since he got them at auto).

Wondering if you guys can suggest anything that can be done.

EDIT: Vtt is 1.3v, NB is 1.3V and SB is 1.5V at auto @ 3.4 Ghz. But he is freezing when he gets to windows. Somehow, I smell a RAM rat. But need some help here.

EDIT: He is running with 4 sticks of RAM 1 GB each. Sorry, I had to go back to the original and decipher things.

EDIT: Found out his RAM specs are same (per him), but two sticks got heat dissipation and two does not. All Corsair. Do not know exact model at this time. Recommended him to try with two sticks that are exactly same.
