DSLR: Canon Rebel XS, Canon T3, Nikon D3000. You can check out brief comments on all of them in the link in my sig. Buy used and you'll save even more money.

As for a point and shoot, unless you really need the small body, I think a DSLR is a better buy, and will give you much better image quality.

Out of those, I'd go for the T3, But you won't find it quite so cheap. My second pick would definitely be the D3000. (I absolutely hate the XS)

It's not a bad camera. It's not one that I'd use for myself (spoiled by xxD bodies), but still, not a bad camera. Any of them would serve a beginner well.

That said, the T3 would be my pick too, but given how new it is it's definitely pushing the budget. Still, if he can find one used it might be worth it.

Between the XS and D3000, I'd honestly say it's a toss-up. Both are similarly priced, but the D300 lacks an AF motor (not an issue if the OP doesn't plan on using consumer primes or legacy lenses) and Live View but has Guide Mode and a better, beginner-friendly graphic display, IMO

The Nikon P7000 or the Cannon G12 both superb compacts and they offer up some amazing features that rival low end dSLR's features. The image quality is great too.

You can find them used for less than $450 in great shape with all accessories

Hate the XS but recommend the T3? You know that the T3 is the successor to the XS. The two aren't drastically different other than video capability.

Pretty good Video, Larger Viewfinder, 2 stops of ISO, Larger LCD, T3's is like a fifth bigger. All for not that much more. There's a HUGE difference.

Try looking at some used beginner dslr's if that's what you're looking for. They can be really cheap actually.
