thats odd, it shows your cpu name fine.

but like everyone else has said update your bios to recognize it.

its might show the name but the core speed is down to 800 Mhz =/
Ive been at this for days hoping I don't have to dissemble the CPU and return it

do you have full admin rights? im assuming so.

hmmmm That model HP only had one option MB when it was made.

It appears that there is the possibility that although your board can accept the new CPU, it does not support it. there have been many cases such as yours that indicate that this CPU is down clocked to 800MHz.

ASUS will not offer support for this board as it is an HP proprietary design built by ASUS. Seems there is no support other than this BIOS update which looks to be useless for your intended fix

Sorry friend, but it seems that your OEM board is at its limit. I would suggest returning the CPU or starting a new bbuild on the cheap if you really want to use the CPU

The 800MHz is likely a C-State and it ramps up to full tilt when you put a load on it. To make it recognized switch back to your OLD CHIP then flash your BIOS to the latest; just to be safe.

Wow, it surprise me that nobody tough about cool and quiet from AMD.
Your CPU may simply downclock and undervolt when it don't need all it's power.
Stress your cpu with a game or with prime95 and you will see the core voltage go up, the multiplier, the htlink, the core speed. See if it help.

Well this is what your cpu-z screen tell me.

Also, maybe you cpu run in this state simply 'cause your bios don't recognize it... I don't really know.
You still have problem with your CPU model, normally, OEM motherboard aren't made to be flash for new CPU, so you will be lucky if you can flash your bios.
