heat isn't everything ... you have to remember that the hardware has limits, no matter how cool you can keep it, sure it may never go above 50c but it doesn't mean the chip itself isn't at its max.

My 5850s never go over 50c and idle around 24-26c but I will never see clocks passed 1060/1260 because the cards are just maxed out

I split them up and was able to get one card to 1080/1300 and the other would only go to 1060/1260.... so in crossfire the one card is holding back the other one
Example that it is just hardware maxing out

the short answer is: yes

did it to me on my 5770 when i didnt split the pad, unblocked it and split the pad, runs fine now

Well that's a possible plus. Hopefully that's all that's wrong with this (and that I haven't caused any permenant damage).

Why would not splitting the pad cause that to happen though? There's no extra pad per inductor, if anything I would have thought that would help, given that whatever those things are in between the inductors would be given a little more contact with the block.

Ok, tried splitting the thermal pad, and I've still got artifacting.

Now, I had to use the same thermal pad, as I didn't have any spare, but I have more being shipped. I also noticed that there's a standoff missing. It's the one closest to the GPU, that's not supporting it. Down near the PCIe slot. I have standoffs on the way from EK too.

What else could this be?

I'm serious. Go back to the stock cooler, and retest the card.

You are not even sure if its the card or the block.
Best way, is go back to the stock cooler, and test the card if it works fine.

If you still have artifacts with the stock cooler, its the card, not the block or any stand offs or splitting the pad (which isn't really needed tbh as the block is fine with it).
And getting a new stand off is fine, and new pads if you like. But you are working so hard on a something which might not even be related.

My reasoning for trying the pad first is if it was the pad, and the card was tempermental with something as small as that, I didn't think the card, using the stock cooler and thermal pads that came with it, would work any better.

I'll give the stock cooler a try, but what are the odds that I got two defective cards? That both artifacted in the same way in the same games?

Next time you have artifacts, do a cold boot. Turn off the computer completely and cut the power for about 10 seconds. Turn it back on.

I have the same issue with my MSI GTX 580 Lightning. It works fine after a cold boot, but after a while (haven't tested how long yet), I start getting artifacts and noticed the clock sometimes get stuck at ~400-500MHz.
