At first I was going to get Samsung and put v-sync on, but I don't want to loose fps. If it matters I am using an hd 6970(6950)

Both look like good monitors, I'd go with whatever is cheaper (in this case, the Samsung).

I don't understand how this affects your choice. Don't both have a 60Hz refresh rate?

The samsung is definitely a better choice. I have the LG one as my main monitor. Has ghosting, has slight input lag, and has noticiable dithering. Just horrible. Get the samsung one.

Turning on vsync won't make you lose FPS.. The additional FPS without vsync are just lost to the void, while with vsync, the GPU never renders frames that would not be shown. You will never be able to go above 60 visible FPS on either screen anyway... 60hz = 60 visible FPS max.

It only makes difference if you want to use HDMI cables from a console or something. For pure PC usage, no difference.
