Replacing the thermal paste is certainly going to help here. If there is nothing wrong with the cooler itself then new thermal paste is going to be your long term solution. But for voltage regulation you can use MSI Afterburner, they don't undervolt all that well though.
Especially if your bottom one is the exact same card and cooler. Not to mention my 4890's didn't heat up that bad either when I was still rocking stock coolers.
