Looks like another gray market seller. A risk in itself to buy a game from one. An even bigger risk to preorder a game that's still 7 months away. You don't know if this "company" will still exist in 7 months.

That being said, I've had good luck with a different gray market seller. So it's not necessarily a scam.

The reason why all the Russian keys are cheaper is that in eastern Europe, the piracy rate is pretty high so game developers generally sell the games for a bit less to try to balance out the high piracy rate

I would never pre-order a cd key because there is always the possibilities of regional restrictions, etc. Although EA doesn't put regional restrictions on their games, who knows? For BulletStorm, everyone who pre-ordered an EADM cd key got a GFWL key because the developers decided to change to Games for Windows Live the day of release.
