Fan and flickering issues on CCC 11.2 / 5830.

With an overclock my second screen suffers that infamous flicker due to what I believe is powerplay.

I also noticed that after bootup, I have to launch CCC for my manual fan speed setting of 65% to kick in. If I do not do this, the fan speed stays at a very low setting to the point I can't hear it. I didn't realize it was doing this until the other day while gaming I noticed that Everest was reporting a GPU diode temp of about 68-70c which is about 15-20c higher than normal.

The first problem has been around since the last 10.xx driver, that's when I started overclocking my 5830. I made the flicker go away by turning off overdrive in CCC, installed afterburner, enabled advanced overclocking/disabled powerplay, and set my overclock and fanspeed in the new app. This worked great until one morning when I was playing Aion and my neighborhood suffered a power outage for several hours. For the next two days I had weird video problems, if I opened a youtube vid my rig would freeze for a second, both screens would black out for a few seconds, then it would all go back to normal except the youtube vid wasn't viewable, just black with sound. I defaulted the settings on afterburner which did not fix the issue, replaced the cfg file with the original, rebooted, uninstalled afterburner, rebooted, re-applied settings in CCC which finally fixed the problem.

The second problem didn't seem to start until after all that happened, and I also just noticed yesterday that there's a constant cap whine coming from my PSU. The power outage happened about 4-5 days ago.

Did you run CPU Hardware Monitor and see what voltages your PSU is actually delivering? If those rails are fluctuating a little bit your PSU might well be the culprit.

I've been having this issue the last few days and sorted it.

Did you install the latest Afterburner version? If you did, you need to disable CCC and in MSI Afterburner modify the cfg .ini to have this

You can now overclock without flickering in the second screen.

You can now overclock without flickering in the second screen.
Yup, that's how you enable advanced overclocking. Right below that line you change the 0 to a 1 and that disables the CCC Powerplay so it no longer downclocks your GPU when in 2d mode(not gaming).

I have that 2 options enabled on my 5850 and I had to go to the CCC2 and Uncheck manually the Activate Overdrive box to get it working.
Also my 5850 downlocks overclocked while not gaming having those 2 options in afterburner enabled.

Well with advanced overclock enabled, powerplay disabled, CCC completely uninstalled...my overclock ran great and the screen never flickered, fan was on at 65% all the time. But the morning of the power outage while I was in-game, I started having video problems so I had to put all the settings back to default, uninstall afterburner, reinstall ccc.

I have not tried to re-install afterburner yet, I suppose I could give it a try. I just don't see how a power outage could have caused problems like that.
