Compaq Presario not booting! HALP

Thread Starter
I had this piece of non-working junk for about a year now, and I never bothered excessively trying to fix it.
Looking on it now, it could go on as a second TS admin, so I wouldn't have to ALT+TAB out of my games to mute somebody.

It won't boot.
2/3 of the times, I press the button, it turns blue, then dies on me. Nothing happens. Nothing.
1/3 of the time, I press the button, it turns blue, and stays blue. Nothing happens. No hard drive, no beeps, no signal, nothing.

I'm sorry that I'm not giving much information about the problem; it's just that I don't know. I love diagnosing regular PCs. For a laptop it's different, I can't test individual components.

Can it be the motherboard?
Possibly. If so, it's not worth replacing.

Is it the hard drive?
Why don't I get a POST? It can't be the hard drive...

Is it the display?
No, hard drive isn't spinning.

Is it the CPU?
No, Shouldn't I still get a POST?

Is it the power?
No, It's plugged in directly into the wall, battery or no battery.

Is some power management broken? Internal voltage/power regulators?
Clueless. I'm not sure about the internals of a PC

Is it the RAM?
No, I would get a POST.

I am completely dumbfounded here. No clue whatsoever about what the problem can possibly be...
It's a Compaq Presario F700 I bought 2-3 some years ago. One day last year, it just wouldn't boot, and since that was the time I assembled my gaming PC, I just set it aside, not excessively trying to diagnose the problem. It's been collecting dust ever since...

I'd guess bad mobo.

If I read correctly, the only activity you are getting at all is sometimes a blue light then nothing. This indicates PSU "may" be working. Are any of the fans spinning?

It's NOT the harddrive or RAM. You ruled out the display.

When you aren't getting any activity at all (not even POST), it's usually either CPU or MOBO, and MOBO is much much much more likely to fail than a cpu.

Gonna have to agree with it probably being a bad mobo. If it's out of warranty then it will be cheaper to just replace it then having it be sent in to a shop. And if it is out of warranty, You might as well open it up and pull out a volt meter and play around. Then sell it as broken or strip it and sell the parts.
