Fans and shroud very loud on GTX360 rad

I'm using ultra kaze 3000RPM fans.

All the fans are connected like this:
Case->grill->rubber spacer->fan->rubber spacer->25mm shroud (old fan cut out)->radiator.

When I pull the fans at full throttle, 3000RPM, or even above 1500, there is a very loud noise. Like a turbine in an air tunnel.

I had that same noise when I used the AP-15 fans.
When I used pull fans on top of the push, for some reason, they canceled that noise.

I don't really see the point of adding more pull fans to the ultra kaze.

Any idea how to handle this? To remove the shroud?

I have Ultra Kaze 2000RPMs on a BIGTX360 and no shrouds and do not have any noise other than the noise of the air going into the rad. I'd say try without the shrouds and see what happens.
