PC game engines cannot ever be that optimized, because they're not on fixed hardware. Unless a PC developer releases a game that only runs on a single model of CPU, GPU, motherboard, sound card, HDD, operating system, PSU, keyboard, mouse, monitor, etc. This is the heart of the reason that developers usually like making console games over PC games. It takes less time, less money, and is more optimized and predictable (fewer bugs and crashes).
I believe it's a typo by the youtube uploader...The source says 360. So I inclined to assume that it's a 360 not 720. 720 could mean next generation graphics for current generation 360s

I agree with all of what you said except here. What makes the PS3 able to handle great visuals is that The RSX and Cell Processor share resources using a very high bandwidth interface, Developers use this interface to force the CPU to mostly handle Vertex Shader calculations so that the GPU can use its resources on calculating pixel and geometry shaders. So the heavy lifting is shared by both pieces of hardware.And this is very easy to code for, which means that most if not every developer can take advantage of this "GPU-CPU resource sharing" feat....

I will admit it:

DX9 still looks absolutely amazing. It was the last DX update that actually brought significant increases in effects such as shading, lighting and overall quality to games.

DX10 and 11, while being part of progress, don't do much apart from bringing a few tweaks here a there.

by the 360's release we could have built a 3.2GHz Athlon FX-60, with 2-4GB of DDR, and a 512MB Radeon X1800XT or 512MB GeForce 7800GTX

we could also double up on the CPU or GPU

pretty sure hardware like that with games specifically developed and optimized for it for half a decade or more could do just as good if not significantly better

I cant look at a console and think that looks good. The resolution is just to low, i run at 1680x1050 on my PC such a massive massive difference in sharpness and clarity that i think all consoles look smudged
