Yes. On HD Tune, go to the Error Scan tab and click Start. It will scan the HDD for bad sectors and will report if they are in fact bad or not. If you get multiple bad sectors (red rectangles), you should immediately back up all your data and RMA or replace the HDD. If not, you're okay. Whether your HDD is laggy or not is not really a good way to see if it's good or bad. The most common signal to look for to quickly diagnose a dying HDD is to see if it's making many clicking noises. That could mean that the HDD has had a head crash.
Still, using a software program like HD Tune is a much more reliable way of telling.
