if you want to control what the idle is at leave speedstep on in the bios, and on your power plans (Im guessing you have it on high performance) set the processor power management to 100% for min and max. Then it will never go down. I do that for when I am using the computer, then when I get up to walk away I put the computer on power saver with the processor power management set at 0% min 100% max. It will idle at 1.6ghz at the lowest multi.

leave it on, doesnt hurt your oc, sb is meant to be oc'd with turbo
