It just occurred to me in my first post earlier that I only addressed the GTX 460 2Win.
It doesn't change anything to my recommendation though. A good 650W unit will easily power a 6990, a GTX 580, or a GTX 460 2Win.
However if you want the option of adding a 2nd 6990 or a 2nd GTX 580, then you'll want a good 850W unit.

It's a good unit but it only fits in a handful of cases on the market, all made by Antec. Twelve Hundred, DF-85, P183, P193, and I think that's all.

650w is fine for one 6990. No need to go any higher than that unless you're SLI/CFing.
