ok. give it another try...

how do i mesure the restiance of the VR with it on?
it reads as like 80k with it attached is that right? :S
when off it reads 49k

One of those legs is from the choke/inductor it has to show you at least a roughly exact voltage so something can't be ok...
Your resistance measurement sounds weird too. How can it be that high if you had a stock resistance of 864Ohms at the feedback pin?
Looks like it's really just the battery.

BUT!
ive maxed evga precision/msi arfterburner.. they dont go any higher how can i get it higher?

maxed at 912mhz core ( at 1.34v.. from 1.14v )
maxed shader at mhz..
and maxed the mem at 424mhz

Always use RivaTuner with nvidia cards
GPUTool from Techpowerup will work too for higher clocks.
