Its not a fan issue though. That is happening because you are not getting to the system BIOS. Once it boots into BIOS fans will go back to idle speeds. If there are no beeps its probably not video card. Try clearing cmos on board and trying to boot.

ok I worked out its not the system fans that were making the noise, either the PSU or CPU fan.

But anyway, I took most of the components out and back in again and then reset the cmos. When I booted it up I thought it was working as I made the sound as if it was booting up, and there was no loud fan noise. But still not getting video on the screen and I have a post code of 7F on my motherboard

I believe that some sort of MB issues. Have you tried reseating the video card.Pull it out, put back in, maybe try a different slot if you have one. Sounds like the MB isnt switching into the next phase of reading the video card.

Also on boot try to get into the bios by pressing whatever key gets your board into there, and load optimized defaults.

Edit: gota get some sleep but ill check back in a few hours.

if I press F1 the post code goes to "FF" which is apparently the motherboard bios passed. The mouse lights up and it generally looks like it is running okay except there is no video.

Try another PCIx slot, also try reconnecting 6pin connectors, and video cable.

did a quick google search. The guy here had the same prob as you. he switched the vid card and got an error code of 26. after he got code 26, restart the comp, hopped into bios, and loaded default settings. said it worked for him.

ok I actually get video now after using the other PCIe port. On screen it says "backup bios. OK" as it normally would after a cmos reset. But then it just reboots again and keeps doing this reboot loop over and over

I cant even get into the BIOS by tapping F8 as it just reboots

edit: Whoops its delete to get into the bios, im in there now and about to try defaulting there and rebooting

OK that didnt work, still in this endless rebooting loop

Mate, if your mobo have dual bios, try to manually pick one of them. This can be done using the jumper or switch depending on the mobo. You can find the instructions on the motherboard user manual.
