Memory: G.SKILL Ripjaws X 16 GB = What are you doing with this PC ????
Graphics Card: 2x Asus ENGTX580 DCII/2DIS/1536MD5 = Awsome but won't work with this MB in dual 16x
Hard Drive: 4x 500 GB WD drives in RAID 0 = Awsome storage, SSD a must for a boot partion on a PC of this calibur
Power Supply: Antec High Current Pro HCP-1200 = Sick Best of the Best
Case: Cooler Master HAF-X = Hate this case
CPU cooling: Noctua NH-D14 = Nice choice but I would opt for an H70, with beeter fans it will preform on par with the D14 and take up a lot less room, and lets face it the D14 fans are fugly
OS: Windows 7 Ultimate 64 bit = Best all around OS availible ATM
Monitor: Dell Ultrasharp U2410 = Nice

16 gigs is too much to be useful unless you are rendering, video editing, etc - it also may hamper your OC as you will have to pump in a little more V to the IMC.

I would actually go with the new H60 as SB chips aren't that hot at all. I had an H70 on my i7 rig and snagged a cheap h50 for my SB rig and it tops out at ~62c at 5.0 In my experience, SB chips become voltage limited well before they become temp limited. Granted I don't have hyper threading but 62c isnt bad.

That all depends on his chip. He could get a chip that needs 1.56vcore to hit 5Ghz, in which case a D14 will definitely be better.

I guess, but I don't care how much you cool it, 1.56 is probably not going to last - and I don't think the max 5c difference would keep that chip alive. And if he is going to have all his RAM slots full an H Series is better for clearance.

The H60 is cheaper, smaller and cools better than the H70. It was just a suggestion, not a you're wrong statement.
