You can get a good pre-built CPU phase change cooler for 600 bucks, sure, no problem.

Actually you should be able to find a new unit, however, cased may not be viable if you ask for a custom build in that budget. My miny units, that I will be again adding another generation to the series come May this year, will be in that range including a temperature monitor, tray mount, and universal mounting system. However my systems are not the normal over powered benchers, but will be meant for mid range temperatures (-10C to -20C at high load) and low noise.

NoL - not to hijack the thread but how quiet is your low noise stuff? The noise is really what's been putting me off phase.

Depends on the unit, larger condenser coils can be found to allow lower noise fans. Non-rotary unit with proper tuning and good compressor selection can get it pretty damn quiet. I'd say an audible hum, but not that much nor at a horrid pitch.

interesting I would love to know the price of a phase unit as well. Also can these be used 24/7? If so do temps stay below -0 running 24/7?

Yes and you should message a builder to get a price.
That's why we have to keep our PM boxes from filling up
