I'm awake and I'm ready. Here we go...
Athlon II x2 250 + MSI 785GM-P45 - $115 (785G/HD 4200 will play The Sims 3 just fine, even then you can overclock it from 500Mhz to at least 750Mhz really easy; I already have this done on two of the 785G systems in my house)

wow, that's pretty insane but I'm not sure how trusty I am of that no name 275W PSU... myself lol...

Myself I'd be a it more tempted to go with the build I created, and use the free shipping, get the OCZ 600W PSU, dedicated GPU, etc... lets remove windows 7 from the equation, but say, HST + s/h have to be included in under $400.

another variable, I have an MSi AM2+ mobo (an old folding farm board, circupipe and 4x PCI-E 16x slots...) and an X2 5000+ (needs an HSF) that I'd let go for $75(+ leftovers) If I could get everythign else I'd need for ~ 325 shipped, including a heatsink for the CPU, and a dedicated GPU, I'd be interested to hear it...

without a video card, the psu in that case will be fine

i built a pc for my nephew using a similar setup, works great

I'd be hard pressed on fitting a dedicated GPU and other things into $325 counting HST, especially because you would then have to use DDR2 RAM which is pricier...
EDIT: I calculated it exactly. If you take the same parts I have minus the board & CPU & RAM, after counting the HST into the costs, you would have around $64 left for both the RAM and GPU. With DDR2 being very expensive this would probably be pretty tough to do

He's budged and upped the budget to $500 so I think 4GB DDR3, and maybe a Quad core maybe in reach and possibly even a dedicated GPU, and some brand name PSU, even rosewill Show me what you've got guys...

Bumping it to a quad core should run you around an extra $50 before taxes (you lose the combo price with the x2/785G). That should leave around $46 for anything else you might want to add. Finding good low-priced video cards in canada is a bit tougher than the US though
