Get a good quality antec, corsair, seasonic, or maybe xfx psu. Otherwise it looks pretty good. I really like the m3a770de for budget builds.

+1 on the good PSU post. 400W of quality PSU should be plenty for a single card.
Unless, of course, you're the daring type and can afford to lose your components, which would negate the point of "budget", feel free to use whatever supply you want.
I don't doubt what your friend can do with that PSU. I just question which other part will it take when it goes bang. Just hope that it's the cheapest non-critical part.
Am not a gambler nor am I good at math, so I can't see the good in risking £445 rig on a £35 part.

If you're going to OC, consider cooling the VRM. A small fan or some heatsinks will do. Could be a bit tricky finding heatsinks with how the MOSFETs are positioned though, between the chokes. http://www.enzotechnology.com/mos-c1.htm

would this one for 40 be better then Corsair CX500 Builder Series i didnt really think they would be likely to short other parts out if they blew

I don't recommend that motherboard at all for running a 125W processor. Cheap 4+1 phase = death sentence
Either downgrade to a 95W Athlon II/Phenom II, or get a different, better motherboard

It unlocks my Phenom II x3 720 to a quad and runs it at 3.6 24/7 @ 1.5v. IMO its held up well, considering I bought it for $45 open box. I have even taken it to 4ghz @ 1.6v.... probably not my best idea ever but it survived.
