Help! sapphire 6950 problem??

Hello everyone

I am having a real dilemma with my first rig that i just built two days ago...
Windows 7 64bit
ASUS M4A87TD EVO
AMD Phenom x4 965 (3.4 OC 3.6)
Sapphire AMD 6950 graphic card
8 gig (4+4) x1600 rams

Im a complete noob so i would appreciate any help/corrections i have.

After installing all the drivers and getting set to start gaming i was shutting down to install updates. and windows froze at the "shutting down screen" i thought it was a software issue.

6 hours later and many reboots later i came to realize that the hardware is turning off or some of it is at least, and the screen is frozen on the tv (im using a sharp aquos for now)

and later the screen would turn off after a few seconds, but when i reboot the pc i see the "Windows shutting down" for like 3 seconds and it boots at bios.

is it possible that the graphic card is saving the last picture or not functioning as its supposed to or is it a problem with something else

Note: the circle that turns when i get the "windows is shutting down "screen freezes after the computer goes silent.

THANK YOU all soo much i really would appreciate any feedback

first build thanks again

Did you enter the correct timings for you ram ?

You can read them on the ram sticks themselves.
You should see 4 numbers like 9-9-9-24 and a voltage like 1.6V and the frequency like 1600 Mhz

Make sure these numbers are correctly entered in the BIOS.

Let me make sure I understand your issue:
When you shut down your computer from the start menu, the computer tries to shut down and you see the 'shut down' screen in your monitor/tv. At that time, do you see the power led or any other led inside the computer still on? Does the 'shut down' screen go away ever (in a minute or two) if you do not do anything or does it stay put?
Is your TV a plasma?
In my mind, I do not think you have any issue. I think your TV is simply retaining the image. If you have access to a monitor, even a CRT, try it on that and see what happens.

The only LED that is still lit is the motherboard LED, other than that all the fans are off including the processor one. I'm using a LED tv (not plasma) but i am connected through HDMI.

Recently the screen has been turning off after around a minute but the thing is after tunring on the pc again i get the windows screen "windows is shutting down" before the bios launch.

When you are gaming, surfing, doing other stuff, does it crash on you, shut down on you, or any horrible performance? If the answer to all of that is no, my vote goes to your TV somehow being the culprit. Could also be HDMI connection. Like I said, the best way to isolate this is to actually try this on a monitor.

Try taking out one of the sticks of ram and then booting it up...think I read in the newegg reviews on one of the 6950s that they are having some issues with 4 gig sticks.... it is worth a try at least
