I've already got some of the best ram available for this setup. Getting a new kit is impossible since it's 168 pin SDRAM. I'm just crazy like that and I'm pushing super old hardware to it's breaking point. As for cooling, clearance, etc, I don't want to take the ram sub-zero as condensation would be an issue I don't wish to deal with, so low power tecs are fine for me, or as someone brought up, even chilled water would suffice in this instance, and would probably work just as well and be less hassle.
Before moving onto TECs however, I think water cooling may supply more than enough cooling potential on it's own. And won't come with any of the complications.
