I get 60 fps with GTA IV with enbseries on with everything maxed on 1920x1080, but Ill get 30 fps on Splinter Cell Conviction and other dx9 games, ill get 40-50 fps.....but in a dx11 game like battlefield bad company 2 ill get 80-90 fps same with dragon age II...mafia II with physx ill get 29 fps....lol god i cant wait for these drivers to come out to fix these dumb issues...
Are the clock speeds or voltages dropping out also?

nope, the clock speeds and voltage are constant at the max level

What I dont understand is that if its a bottleneck why does the gpu usage stay constant at 90%+ when i play dragon age II and ill get awesome fps, but if im playing a game like spinter cell conviction the gpu usage will be 40% and spike up to 70% at the most....the f is that, sounds like driver instability to me homies

Are you using Vsynch? If your computer can render 60 fps with only 70% GPU use, no big deal. What's more, as to not insult your intelligence, some games have their engines FPS limited to a specific number unless you unlock it yourself. I know Source engine is limited to 250fps. If you're getting 30fps in splinter cell where others are not well it could very well be CPU bottleneck as already mentioned.

it just dosnt make sense to me though bro....why is the cpu being able to communicate well with the gpu while playing heavy games like lost planet 2, crysis 2, dragon age II, but can't do it while playing splinter cell....bulletstorm has its fps capped thats why its at 62 fps constant

It's the drivers.

Period.

If you want a good set of drivers for the 590 right now, you basically have to write your own.

Just like the bios situation, it's going to take a while for anything "official" to be released that will even address some of these issues.

Patience, is a virtue.
