They have shown up twice in the EVGA store and sold out again pretty fast. Have them put you on their notice and email you when they come back in. That's what I did, and like I just said, they've shown up back in stock at the EVGA store twice since it's been said all remaining stock has been released to market.
I believe the hydro's are easier to find than the regular cards, too.
I'm not saying you're wrong and they're right, in fact you probably are right. I'm just reporting that the Evga reps are saying different and that more 590's are being made, though they could just be full of it and referring to the same staggered release you were referring to

The chip itself is no longer being made, they stopped processing Fermi on the production line in July/August (This is what my sources say).
Considering this is a cherry picked GPU and what exists sample wise atm (can't give detail), production on Kepler has been going since November//full Production in December.
Evga got X # of cores...Asus got X # of cores...If EVGA fell so far behind they're still assembling their PCB's well...That's their own problem and it still doesn't change the fact that only X # exists.
Asus, I've been told, held back on their stock in order to create the MARS edition...Which is why they're still not/have not been releasing more.
Knowing EVGA they 50/50'd their stock and there are certainly less people that WC on the market so the HC will be easier to find.
This is still an extremely limited card, with only X #'s released...That's a hard line and not one that's going to change.
I don't mean to sound arrogant, assuming or well, I really want to say something else but, I'll get in trouble...Anyway, only X # of cores exist...When I said only X were "released", the #'s I see are cores not the actual full release numbers...So in that regard, it could be possible.
