Wierd WinXP 32 Lag

I borrowed my brothers computer for the weekend, and i noticed some wierd desktop lag.

Basically, WHen i drag windows it leaves a white trail behind them for about a second no matter what direction i drag it. Also, minimizing and maximizing windows is quite laggy. Now this system is far past the requirements of windows xp

Specs

E6600
4gb Corsair XMS 2 (ddr2 800) (only using 3.25 cause of 32 bit [my brother is stubborn])
Gigabyte Ga-G33m DS2R
WDC2500JB (i googled it and it seems to be a slow Sata2 HDD) Possibly this?
EVGA GTX460 SE


Updated the Graphics drivers to the latest Nvidia ones
Downloaded the Monitor Driver. (it's some crappy Emachines widescreen LCD @ 60Hz)

What do you guys think?

You do any basic system clean up? cleaning temp files, emtpy recycle bin. Defrag, virus scans?

Check the device manager and see if any drivers are needed by looking for a yellow exclamation mark. If no drivers are needed, like chipset or video drivers, then try this. Uninstall all video drivers, reboot into safe mode, run driver sweeper, reboot, and install updated video drivers. That should fix your problem. If that doesnt work then I would suggest that you back up all your important files and reinstall windows and start fresh.
