Windows 7 stuttering

Yo, what's up, guys?
I'm having a bit of a problem here.
I'm running XP but want to move on to 7 but the problem is:
When I'm running 7, even if the CPU usage is at 0%, horrible stutters occur everytime, so 7 is unusable.
I kinda fixed this, if I go to Control Panel, Network Connections and then deactivate Local Area Network (therefore, deactivate my internet connection), the problem is completely erradicated.
The problem is, obviously, I need my internet.
I updated the network card and chipset drivers as well as the sound and graphic drivers.
Also, note that this also happens with Vista.
Any help on how to fix this without buying a new network card, please?

well your power is low and your hard-drives are low speed and old. Could be lowered gpu aswell.

Can you elaborate on what you mean by stuttering? Is it typing lag? program windows lagging when opening?

Does your PC meet the Windows 7 requirements? If not then this could be your problem

His system looks fine to me, especially for 32-bit windows 7.

I have actually had that problem it would stutter or lag really bad, and I think its because of the updates.. do a system update and get all recent updates released for windows 7. It should stop what it's doing
