So I went out and swapped my i5 2500k for another one. The idle temps are the same, but my load temps don't pass 62C now. Which I guess is an improvement, but 62c during load on water still seems high to me. My radiator isn't even warm to touch at load temps either, so that's strange. When my water cooling was on my AMD 9850, the radiator was much warmer to the touch, but my temps where never this high. So I don't know, but I guess that's good enough.

Idle @ 40c
Highest Load @ 62C

1.25v @ 4.2ghz full time. No sidestep, no base speed. Just turbo mode 24x7.
well that is why your idle temp is so high, its under 4.2 even idle. That makes sense.
and 62C under water isn't bad... but I am comparing it to mine at 4.8 now under air at 80C.
