i5 760 build won't power up

My friend turned off his comp before going to work today, and apparently during the day the circuit breakers were tripped. He came back, and his system won't power on, while all his other peripherals (monitor, speakers, lights, etc) all power on properly.

His build:
i5 760
Asus P7P55D-E Pro
A-DATA 2GB DDR31600 x 4 sticks
Sapphire 5850 Crossfire
Samsung H103SJ x 2
Corsair HX 750
CoolerMaster HAF 932
Thermalright Silver Arrow
DVD Rom

Things we've tried:
- Swapping power supply cables
- Taking out bios battery
- Have no alternate PSU on hand, so difficult can't test
- Booting with bare essentials (1 stick ram, 1 gpu, etc)
- He's afraid to do the paper clip trick so we haven't tried

All suggestions welcome =D

Does nothing happen at all when you press the power button? You don't hear a "click" inside or anything, right? Have you tried reseating everything? Checking the 20(4) pin power, etc.?

Yeap! He's tried to make sure all the cords are properly plugged in and done pretty much everything short of using another power supply since he doesn't have one on hand. I'm actually praying it is the PSU and not anything else, since Corsair RMA in HK is ridiculously fast.
