It's labeled as 550w peak/450w continuous. The build quality of it doesn't look great, but voltage regulation is within 3%, under 100mV ripple for the +12v and ~32mV for the minor rails, although efficiency is pretty bad.

It isn't great, it isn't even "good". But saying it's a "piece of garbage" and making posts like the above just shows you don't know what you're talking about.
Show me a review from a legitimate site that supports your numbers and I'll consider retracting my "piece of garbage" comments.

So much retardation in this thread. If you want to find out what your rig draws (unoverclocked) then find out the TDP of all your components. Then look at your PSU sticker. Look at the 12v wattage, or take the total amperage and multiply it by 12, and see how much your system really draws.

If you use that PSU calculator around the net you can find out how much your parts will use overclocked. I can tell you that my CPU uses 150W when the voltage peaks at 1.5v, my GPU will use 160 un-overclocked and maybe 180W, possibly 200W overclocked. This is that 100% full load, which you won't get unless you're running furmark and prime95 at the same time.

So in short: Ignore "recommend" wattages for parts and find the TDP of each component instead. Then look at your PSU sticker and do some basic maths.

NOTE: This ignores efficiency, but that determines how much your system will draw from the wall and lose in the conversion from 120v/240v AC (what your house supplies) to 12v/5v/3.3v DC (what computes use)

He's right though. A power supply that can't live up to the wattage on the sticker at all, or 100w less with poor efficiency, is not a good power supply. You have to be harsh when choosing the thing that's going to be supplying your computer power.

A unit can have poor efficiency and still provide clean power. Heck, Zippy has hardly any 80PLUS units, but they're rock solid. Efficiency can tell you about the type of design used, but a given design doesn't have an inherent level of quality.

You're right. But in this case the thing would pop if it went over the 550w it claims it can do.
