Get a I7 2600K with a Asus P8P67 Pro board and G.Skill 2x4Gb DDR3 1600 memory. If you runnning 2 HD6970s, then I would recommend a solid 750 or 850 PSU, like from SeaSonic. You can get a lot of OC from air cooling, but a XSPC RASA RS or RX360 kit will make is solidly cool on the temps.

Plus im gonna be the one teaching him to overclock it amongst telling him to join the forum. So I will just have to overclock mine a little higher.
