depends on the router all are slighly different

log into your router
192.168.0.1 or 192.168.1.1

find the mac or ip address of the torrenter
should be on the status and lan pages

apps and gaming page, then find qos
enable qos
set the up and down to your isp limits

set the netmask/mac priority to bulk or low and set its throttle to about 1/2 of your isp limit

I'm assuming you're running stock firmware? You could also see if you can just totally limit the port he's on.

You may be able to just limit the port speed to like 20 mbps then he physically can't transfer fast at all. Mac address will always win, cause then he can't just change ports.

20m may still be faster than his internet connection, which wouldnt slow down torrents at all
