Manually choose how many cores an app can use?

Is there a way to tell windows how many cores to use for a specific program?

I am trying to run dolphin emulator with my i7 720qm and the core speed keeps dropping every time I launch a game but jumps back up when I close it. (from 2.65ghz to 1.7ghz) It seems like turbo boost is doing the exact opposite of what it is supposed to be doing here, since the emulator only utilizes 2 cores at most. I don't know what other possible threads it could be working on since that's the only program I'm running.

I tried going into the task manager and changing the affinity to only cores 0 and 2 but it didn't help. Rather, it slowed it down more.

Process Lasso - Free Edition

You can set any programs affinity, among other settings, with this. It's light and just runs in the system tray.

Turn on (Options -> Forced Mode) if it wants to change on you.

You can also try IMAGECFG to set the processor affinity, and force what processors a cpu can run on. If you want to use more than one CPU, you can add up the bits for the mask and then enter that in Hex.

example shown at http://www.robpol86.com/index.php/ImageCFG
Just back up the original file first as I don't know how to remove the configuration.

It seems like the core affinity does not change how turbo boost behaves in with dolphin. It will still down clock everything to 1.7 when I start a game. Both ImageCFG and Lasso did the same thing and it didn't work. I really want to try everything before going into overclocking a laptop.

Just run your laptop in "High performance" under the power settings. Should stop your laptop from down clocking your processor.

Are any core usage at 90%+ when running at 1.7GHz?
