Something Blocking connections to Minecraft server

I have been running a server for months (since way back in like mid alpha) and I have never had any problems with people being able to connect. I have the proper port correctly forwarded and I can verify that it is indeed open by checking it on http://www.yougetsignal.com/tools/open-ports/.

Recently I reformatted my computer and now I cannot get the server to accept connections. I can connect with my internal IP but if I or anyone else uses my external it will say "logging in" for about 30sec and then say "disconnected: generic reason".

I have turned off Windows Firewall, checked and re-checked that the port is still open, and have tried restarting the server, computer, and router several times.

I know that since I can connect with my internal IP (i.e. 192.168.1.137) that means that the server is running correctly but there is something blocking incoming connections from the outside. Any ideas on what could have changed to make the server no longer accept connections?

I posted a similar topic here a few days ago about not being able to forward ports. I fixed that issue but am still having problems with getting connections through. I figured it would be better to start a new topic rather than revive an old one with a similar, but different problem.

Could be a firewall issue. Make sure Minecraft_Server.exe is in the list of exceptions in your firewall.

As I said, I have turned Windows Firewall completely off. Possibly another firewall that I don't know about running? Is there anyway to check and see if that is the case?

EDIT: In an effort to get this working I also attempted to run the server on a different port (25566 instead of 25565) just to see if that helped.

I changed the port in the server config and opened 25566 on the router, but still the same issue.
