OP, I'd suggest working it out with the seller and avoiding PayPal interference. They will just make matters worse.
This. Paypal is such a pain when it comes to filing a claim. And their system for finding the payment is horrible. Numerous times I tried to file and it lead me to the wrong place with an email which failed. Just try and get in touch with the guy again, if not, then its over. But be patient if you do get a chance to talk again.

Yeah, the last few packages I got were taking longer & longer. Over 2 weeks sitting in customs isn't unusual at all.
I've gotten slow mail from Europe in the past faster than I can get a package from a 16 hour drive away in the US lately.

What I think I've finally settled on doing with international buyers is to offer three options:

Option 1: UPS, FedEx, or DHL. These services provide an international tracking number, but are pretty expensive. USPS Express also falls under this category, as IIRC their carrier is actually FedEx (and you get a tracking number that way too).

Option 2: If they are in the Middle East or parts of Africa, they can set up a mailbox with Aramex Shop and Ship (limited to these countries). This way I am only responsible to ship to their warehouse in NY, and the rest of the journey is no longer my concern.

Option 3: I mail via USPS parcel, which is usually the cheapest way but has no tracking number. I provide a scanned receipt and/or customs form stub stamped by the post office, showing proof that I sent a package to their address. After this I am no longer responsible even if they never see the package for the rest of their life. But for me to accept this option on my end, payment must be made in a way that can't be disputed later (like PP gift).

I've tried a whole bunch of other ways of doing it, but after losing over $1000 total from people filing paypal claims against me just because their item got stuck in customs I won't sell internationally anymore unless I'm covered. Also, it prevents the annoying nagging of "where is my thingy?" PMs every 6 hours for two weeks straight. As if I strapped a GPS locator to the package, or better yet, as if I was flying it over to them myself.

Sad to hear this has happened to someone on these boards. Reminds me of all my eBay fears. As shady as Craigslist is, I still feel better meeting someone in person over an exchange, where weapons and harsh language can come to a more personal level, if things get ...shady.

People shouldn't be scare tho. There are plenty of good sellers in the marketplace. I'm not saying it for myself but for all other sellers, i always try my best to satisfy my buyers .
