I heard Japan rose their level to 9.0 but I never read it in the news here in the states..

They were built to withstand earthquakes (arguably not a 9.0 directly, but the plants weren't at ground zero luckily). Actually, the earthquake did miminmal damage to the reactors (the failsafes engaged correctly, they immediately went into cooldown). The issue is the tsunami was greater than they planned for and took out the backup generators for the pumps (there is no such thing as turning a reactor immediately "off" they still need cooled).
