As the title states.. that's my budget. I should have jumped on the Antec TruePower 650 for $49 awhile ago but that's gone now. Preferrably Canadian sellers, modular if possible, 600w+.

A better deal, yeah.

After doing some reading, looks like they're both Seasonic OEM units... His choice really just depends on his needs.

Those Antec Truepower News are SEMI modular.
They have some of the wires attached.
You can't really complain for the price though.

TruePower New 650W price is still $70, at least at NCIX, though it says the special promo price is supposed to end 3/30/11:

Silverstone Strider Plus 600W is also good and is fully modular, but it's a few dollars over budget at $103.86 and would be definitely a worse value than the above:

Cooler Master Silent Pro 600W should also be pretty decent and partially modular (less hardwired than the TruePower New though), though it's only rated at 40A for +12V, which is low for a 600W unit, but it's in budget at $86.90:
